Janice E. Milligan, MD, EdM
Dr. Janice E. Milligan is a primary care physician with nearly 50 years of clinical experience spanning pediatrics and family medicine. She earned her medical degree from West Virginia University School of Medicine in 1971 and completed her pediatric residency and fellowship at Massachusetts General Hospital in Boston between 1974 and 1975. During that time, she also obtained a master’s degree in education from Harvard University’s Graduate School of Education.
Early in her career, Dr. Milligan practiced pediatrics in the greater Boston area, where she initially focused on child health in a hospital setting. However, a formative clinical experience combined with a humanitarian trip to India—where she witnessed the stark realities of infectious disease and limited access to care—deepened her belief that medicine must be more integrated and patient-centered. This perspective ultimately guided her transition from pediatric subspecialty work into family practice and primary care.
She went on to operate a private medical practice in Homestead, Florida for approximately 35 years, serving multiple generations of families and building long-term patient relationships grounded in continuity of care. In 2024, she joined Mangrove Health in Cutler Bay, where she currently practices as the sole physician supported by two mid-level providers. She also maintains hospital privileges at Homestead Hospital and is a member of the American Academy of Pediatrics.
Dr. Milligan’s clinical philosophy emphasizes listening to patients, meeting them where they are, and treating the whole person rather than isolated symptoms—an approach shaped by both her early pediatric training and her lifelong commitment to accessible, compassionate care.

What do you enjoy most about practicing medicine?
What I love most about practicing medicine is when I can identify or diagnose a problem that other physicians might have missed. That's always a pleasure, and it's always a pleasure to be able to correct or fix a problem that a patient has. I think there are a lot of doctors that miss the mark because they don't listen - they make assumptions and decisions too quickly, and they don't listen to what the patient has to say. I sometimes will see a patient, and I'm not aware of what the problem is. It's confusing in the beginning when the patient's talking, and I have learned over the years that if I allow the patient to continue talking, sooner or later, they'll tell me exactly what's wrong. They will help me determine the diagnosis, just to let them kind of free speech for a while. I also know that there are a lot of doctors who won't listen to their patient. Three sentences into the conversation, the doctor's already decided what's wrong and how they're going to treat it, and it's either that way or the highway.
