Flora R. Butler, MA, LPC, EMDR, SYMBIS
Flora Rowe Butler, MA, LPC, EMDR, SYMBIS, is a dedicated mental health professional and respected community leader with more than 27 years of service in the public sector. She served with distinction as the Clerk of the Board of the Butler County Commissioners, where her commitment to integrity, organization, and civic responsibility guided her work. A trailblazer in leadership, Flora made history as the first African American female President of the Hamilton Rotary Club and currently serves as Assistant Governor of Rotary District 6670. Her impact and influence were further recognized with the Emerging Rotary Leadership Award for 2025.
Alongside her public service, Flora is a Licensed Professional Counselor and the founder of FITL – Flowin in Transformational Livin, LLC. She brings a compassionate, client-centered approach to her practice, integrating evidence-based methods such as EMDR therapy with Life Coaching and SYMBIS certification. Her work focuses on emotional healing, transformational growth, and equipping individuals with the tools needed to navigate life’s challenges with resilience, clarity, and purpose.
Flora holds a Master of Arts in Clinical Mental Health Counseling and a Bachelor’s degree in Psychology from Liberty University, as well as an Associate’s degree in Executive Assistance from Miami University. Her unique blend of clinical expertise, leadership experience, and community engagement allows her to serve as a guide and advocate for both individuals and communities. Through counseling, leadership, and service, Flora continues to empower others toward meaningful change, personal growth, and lasting transformation.

What do you enjoy most about practicing medicine?
What I enjoy most about practicing medicine is helping people navigate from negative thoughts to positive ones. I believe our thoughts have a powerful influence on our reality, so guiding patients toward healthier, more positive thinking is just as important as treating physical symptoms. Supporting people in this mental and emotional shift allows them to feel empowered, hopeful, and more engaged in their own healing.
