Dr. Earl Ettienne is a licensed pharmacist, healthcare executive, and educator with extensive experience in pharmacy operations, regulatory affairs, and policy development. He currently serves as the Assistant Dean of Graduate Programs and Industrial Partnerships and as an Associate Professor in Clinical and Administrative Pharmacy Sciences at Howard University College of Pharmacy. In addition, he is the Co-Chair of Howard University’s Institutional Review Board, where he oversees research regulatory compliance and the ethical review of medical studies. Dr. Ettienne’s academic achievements include a Doctorate in Law and Policy from Northeastern University, an MBA from Loyola University Maryland, and a Residency Certificate in Clinical and Administrative Pharmacy from Mt. Sinai Medical Center, reflecting a lifelong commitment to excellence in both education and practice.

Prior to his tenure at Howard University, Dr. Ettienne held senior leadership positions in pharmacy operations and government affairs for CVS Caremark in the Washington DC metro area. He managed multi-million-dollar pharmacy operations, led strategic initiatives that significantly increased sales, and developed innovative workforce programs. He also played a key role in shaping public policy, testifying before the United States Congress on Medicare Part D and advising local regulatory bodies on pharmacist licensing, vaccine administration, and opioid use disorder initiatives. His contributions to public health and policy have earned him recognition as a thought leader in pharmacy and healthcare administration.

Dr. Ettienne’s research focuses on leveraging pharmacogenomics to advance health equity, improve clinical decision-making, and optimize care in conditions such as diabetes, depression, asthma, and opioid use disorder. He has led both local and global research teams and has received awards for his contributions to scientific presentations and education. Passionate about mentorship and lifelong learning, Dr. Ettienne integrates his extensive business and clinical expertise into teaching, preparing the next generation of pharmacy practitioners to excel in complex healthcare environments.
